It doesn't have to be a web form. An email address (with a manual editor
of the web page) might be sufficient; organizers could just Cc that mail
email address in the announcement email that they send, anyway (as long
as the announcement is in English, or has an English summary, I assume).
If you think that people really don't want to use email, the pydotorg
bug tracker could be used, so that organizers file a change request
for the web page. Actual editing of the web page would still be manual.
