I handle the Planet configuration on python.org for planet.python.org
and planet.jython.org, and it's very easy to add new planets.  You'd
need to be given Subversion access to make changes, but that wouldn't
be very difficult.  (Actually, I should reorganize things a bit to put
the planets on a different server, but that's not your problem.)

With an initial list of RSS/Atom feed URLs, I could very easily set up
an initial experimental planet for user groups.
