I don't think Win knows about executable permission. It seems like
there should be confusion over exe files. On one hand they are
executable and on the other compressed files containing stuff like
setup and possibly dll files and source data.<br>

Ah, the "normal" zip facilities didn't crack it, but IZarc did. The
unfolded files are a dll (dynamic link something--sort of like an
overlay of days gone by) cygwin file and a executable from SAO
(ds9.exe). When I executed ds9.exe, it produced a big dialog in a
window called SAOImage ds9. A big area may be the display screen. It
also produced a warning dialog. Here's part of the ds9 window (astroPy
people may not see this).<br>

Here's the warning. It shows three buttons: Keep Blocking, Unblock, and
Ask Me Later. I made no selection, and fired up the display command at
the prompt that failed. It put the image in the ds9 window. I guess I
can just respond with Keep Blocking.<br>

I believe that it is a binary executable, not a zip file. I think you
should just be able to download and run it. Does it have execute
permission on your system? <br>

I'm not really a Windows user so I'm less familiar with the types of
issues you could be running across. <br>
