[Catalog-sig] PyPI update broke setuptools

I can't revert the change as currently the web server redirects 
http://cheeseshop.python.org to the latter, so people going directly to that 
URL will get the not-so-useful list of packages, rather than the home page. I 
don't have root access to fix it either, but we'll work on it.
