[Catalog-sig] [Infrastructure] PyPi "D" host outage

Alas this, and all other PyPI mirrors, are run independently so not much we can do except encourage people to check the mirror status page at pypi-mirrors.org. The catalog-sig team I think has contact info for each mirror, so thats another option to try and reach out, and as a last resort we could revoke the DNS alias.
