[Chicago] About Chicago & Local Restaurants

I added content for the About Chicago page.  As I note in the document, I
actually just ended up copying and pasting the excellent content from the
Wikitravel page for the city--it's under a CC Attribution-ShareAlike
license, which I hope is okay for the program guide.
