[Distutils] installing scripts to /usr/sbin?

A piece of unsolicited advice: don't.
/usr/bin, /usr/sbin and their ilk should
be left to the operating system vendor.

/opt or /usr/local can be used for add-on
software, depending on how pedantic you
want to be about following the guidelines
of whatever operating system you're using.
