[Distutils] workingenv: always installs setuptools?

Hi there

In install_setuptools I read: "(only called if setuptools is not
installed on the system)".
However, the only call to install_setuptools is unconditional, and it
wants to install a local copy of setuptools although I have it
installed. Which is wrong, the docstring or the code?

This is with revision 2128.
