Agreed; I think we need some form of structured proposal before we 
decide on locations. So, CERN is in a hurry, this is a once in a 
lifetime opportunity, CERN is soo cool. I don't disagree that this is 
the case. But, while this is all well and dandy, we need to do this 
properly.
