Are you trying to register them on their behalf with your own account? 
Unfortunately, the conference management system doesn't work this way 
particularly well - it's more of a self-service system where individuals sign 
themselves up. See this page for some advice:

I'd recommend getting participants to sign up themselves - it shouldn't take 
more than a few minutes. Payment can be done afterwards rather than at the 
very end of the registration process, if preferred.
