[PyHealthcare] International Health Event in Peru

To inform them that Peru will lead to an international event of health
and technology that aims to present a series of health policy reforms
supported by open technologies.

Many of the selected applications are in Python and peruvian
developers will join to the respective projects to empower and to
deploy in the country in a short time.
