As far as I can tell, Satyakam Goswami and Lakshman Prasad have not
signed. I have contacted them off list asking them to do so. If
someone else here has their phone numbers, please call them and ask
them to sign (or mail them to me and I'll do the calling).

I presume this is the gating factor for the account creation?
