[Ipss] Paperwork to receive funds from abroad.

I'm not sure how easy it is. Even without that, we can use that for
the travel of two foreign speakers.

I guess we shouldn't offer the same sliver/gold slots for foreign
sponsors. Instead there should only be offered travel sponsorship.
That should include flight and hotel expenses of one speaker.
