Initial Comment:
New third party archiving option that uses The Mail
Archive.  The implementation subscribes or unsubscribes
the archive at mail-archive.com address from the
subscriber list.

This gives list admins an easy setup option to provide
mirroring and searchable public archives.

Patch is based on branch Release_2_1-maint version
2.1.6rc3.

Updated the patch to account for existing mailing lists that
are still using the old archive at jab.org address, rather than
the archive at mail-archive.com address.
