Summary: an option to hide a list from listinfo only

Initial Comment:
an option for each list configuration that allows list 
owner to choose to hide the list only from the listinfo 
page, but not to hide from the admin page.  This will 
allow us only show lists that are open for subscriptions 
under the listinfo page(keep the page short and avoid 
subscriptions attemps), but available under the admin 
page for list owners.
