Summary: Roster should list private members to admins

Initial Comment:
The roster page omits members of a list who choose to
remain concealed, even when the viewer has admin
authorization.  This means admins cannot get a single
list of all list members from the web interface.

The roster should instead list hidden members to people
who logged in with the admin password.
