The file winmail.dat is being sent as an attachment on my outgoing mail and I can't seem to be able to get rid of it. Is there a way to stop it from sending those?

I don't see that this is a Mailman bug or even perhaps a Mailman issue,
but if you're asking how the stop MS-Outlook from adding the winmail.dat
attachment, there are many web resources to help with this. for some
starting points, see <http://www.expita.com/nomime.html> and
<http://www.tippingmar.com/fr_index.html?/tnef/>.
If you're asking how to prevent Mailman from sending such attachments to a
list, use Mailman's content filtering to remove them.
