For Mailman 2.1 you can do something like
bin/config_list -o default_config at domain appropriately_configured_list
and then edit that to remove list specific settings such as for example
real_name, owner, moderator, description, info and subject_prefix. Or,
just put your 20 settings in that file.
Then after creating a new list, run
bin/config_list -i default_config at domain new_list
You might be able to modify your list creation process to do this
automatically. I realize this is not a complete satisfaction of your
request, but nothing more automatic will be added in Mailman 2.1
Mailman 3 will support multiple templates for creating lists.
