You didn't say what version of Mailman, but in the latest version(s), look 
on your administration website to see if Joe Nonmember is listed at:

Privacy Options
         -> Sender Filters
                 -> List of non-member addresses whose
                 postings should be automatically accepted.

The URL for the Sender Filters page is:

         <servername>/mailman/admin/<listname>/privacy/sender/
