That's not exactly true, but pretty darned close.  There are some things
that you can add to mm_cfg that are only set out of that file (i.e.
USE_ENVELOPE_SENDER, CGIEXT) or used if the definition for a list is
undefined (i.e. DEFAULT_URL).

You probably meant in the context of the changes that were originally
requested, but I figured that I'd clarify so that people don't get
confused.
