I'm sure many of us already have designed elements of such things; for my
part I've done a popup subscription form that you can see for example at
http://mondediplo.com/ ; it is multilingual and GPLed (though not yet
downloadable). It's written in php. It does use the command line tools and
email to interact with Mailman, so it's quite hacky :-)

Anyway, if we just listed all that exists we'd have prototypes for new
interfaces.
