There can't be an entire thread for approval until the first message is 
approved. OTOH- I suppose this might be real useful when a thread gets 
started but gets out of hand. At some point the admin could simply reject 
all new messages to the thread until it calms down.

This leads to another thread based idea... If mm3 becomes thread aware, 
can't we switch individual threads between moderated and unmoderated to 
control flames without moderating the entire list?
