Brandon - to get commit access to the website you need to send your ssh
keys to pydotorg at python.org along with a request for commit access (and
the reason). I'm sure it will be granted.
The address for discussing website changes is pydotorg-www.
All the best,

Dear Python webmaster -
I am the volunteer PyCon SEO Czar, tracking down highly-rated PyCon
links that still point to old PyCons. In this capacity, I note that the
first Google hit for "pycon registration" is a page on python.org that
sends people to two broken links (is there a link checker that runs
against the Python web site?) for PyCon 2008:
http://www.python.org/community/pycon/register/
Is there any way that I could get permission to edit that page? I would
love the chance to add a quick one-paragraph blurb about PyCon, and to
update the links to point to the current PyCon 2011 web site. Thanks!
