Summary: usage of type "char*" instead of "const char*"

Initial Comment:

I suspect that this is problem is not only related
"char*", but to 
most types used in the Python C API. For "char*" is
quite hard
to sircumvent.

Is there any plan to use const for all function parameters 
when the function is not altering its arguments?
