[issue10450] Fix markup in Misc/NEWS

Perhaps "make patchcheck" (a.k.a Tools/scripts/patchcheck.py ) should verify the markup of Misc/NEWS?  Not sure what the easiest way to do that is, though, without bringing in lots of deps.
