hmm,  issue 13511 is perfectly closed as invalid.
Ray you misunderstood  meaning on configure flags --XXXdir.
You properly found that LDFLAGS is what is required bug correct for headers is CPPFLAGS . 
Is ./configure --help not clear for you ?
