  Twisted jumps through some hoops to let developers run uninstalled versions.  The lack of .py extensions is incidental and mostly unimportant.  It also does things differently on UNIX than on Windows (it sets things up on Windows so uses can just type "mktap", "twistd", etc (as opposed to path\to\mktap, not as opposed to mktap.py)).
