[Python-Dev] PEP: per user site-packages directory

Two votes for ~/.local/bin and one undecided PEP author ... I'm changing
the code to ~/.local/bin and I'm adding a new section to the PEP.

Can I just submit the PEP or do I have to follow a procedure before I
can add it to the PEP list?
