The reverse.

IIUC, the bzr server would be able to speak to svn clients.  bzr  
supports a centralized model perfectly fine along side a decentralized  
model, so any current developers who want to continue using their svn  
client can do so, and everyone else could use the bzr client to work  
decentralized.

Right, but ideally the server would support the full distributed model  
and users wold chose which client and models they are most comfortable  
with.

One option would be to promote the mirrors to official status, but  
this is clunky because svn has a less complete model than a dvcs so  
it's more difficult to go in that direction.
