yes that is true. If you aren't worried about legality, you could run 
OS-X on a "hackintosh" or in a VM, but you are quite right, that 
violates Apple's license.

Then send them top Linux...

But if you have a user that want's a Mac version, then they have a Mac, 
so you can hopefully find one that will let you use their machine to 
build binaries.
