Not exactly an answer to your question, since I know nothing 
about funding opportunities, but ...

I would love to see SciPy contain serious econometric 
functionality, especially standard time-series stuff.
(See the kind of things EViews can do. See the SciPy models 
module for the basic idea of how to encapsulate models.)  
This would be useful to many people besides economists, of 
course.  If a sponsor emerges for a serious proposal in this area, 
I would volunteer to mentor it.
