There's no list yet. That's something we're just starting to come up
with. Whether SciPy comes under PSF's umbrella depends one whether they
successfully apply to Google to be an organization in their own right.
If they do not, then the PSF can act as an umbrella organization for
their projects.
If you are particularly interested in SciPy I suggest you express your
interest to some SciPy folk and hopefully they will offer some project
ideas.
