Yes, that last is the idea.

Specifically, there is every reason to rely on the level
of abstraction represented by NetLogo except where there
is a pressing reason (e.g., performance or complexity)
to postpone it.  This avoids a lot of wheel reinventing.

NetLogo has a liberal license.  There is every reason
to use it as guide for such a project:
it functional, usable, and successful.
