[soc2008-general] Python Jabber Server

We would certainly utilize this for PySoy - one of the challenges coming up
is finding an XMPP server we can add our game server announcement extension
to, much less one that supports the various Jingle extensions already.

It was disheartening to not find a decent Python-based XMPP server already.
I think this project is something that would greatly benefit the overall
Python community.
