Mostly older spam -- as people implemented tarpitting and other spam filtering
methods that penalized messages arriving with large numbers of RCPT TO
commands, spammers started adapting and not putting so many recipients in the
To: headers of their messages. Three years ago, virtually all the spam I
received had 20+ To/cc header recipients -- and today, over 90% of my
spam has a single address in the To: field (although it's normally not one of
mine :).
