[Spambayes] Possible Bug

I noticed the following. I have SpamBayes installed on my PC running Outlook
2003 and Exchange 5.5. If I log on to my computer with another persons
username and password, the first time I start outlook the SpamBayes
configuration wizard runs as it should. I click cancel on the first screen.
A Junk-Email folder is created in the persons personal mailbox. It doesn't
get removed unless you manually delete it. It does not create a junk
suspects folder.
 
Is this a bug or feature?
