Have you used the POP3 proxy, which works with Outlook Express?  i.e. see

The problem is that Outlook Express is a very stripped down mailer and
doesn't really offer much in the way for developers creating plug-ins.  It
would be much better for use to make improvements to the existing POP3 proxy
(sb_server) - if you have any improvements you would like to see, please let
us know!
