Yes.
If you're using POP3 to get your mail, then you can download the main Windows installer (I'm 90+% sure that the installer itself will work in Win98) and choose to install the POP3 Proxy (sb_server) (rather than the Outlook plug-in). Follow the steps in the readme that it offers at the end, and it should all work fine. Be sure to download SpamBayes 1.0.4 and not 1.1a1.
If you're using IMAP4 to get your mail, then things are a bit more complicated. SpamBayes 1.0.x doesn't include a binary version of the IMAP filter (although 1.1 will; you could try 1.1a1). The easiest thing to do is probably run from source - there are instructions at <http://spambayes.org/windows.html>. Basically, you'll need to install Python (<http://python.org/download>), and the source version of SpamBayes.
