[Spambayes] I can't resolve this problem... even with an uninstall

[Privacy Management]

A challenging problem:

On another machine: running XP Home and Outlook 2002, Spambayes ceased to
operate, the filter files disappeared, the spambayes toolbar is still in
place and all is disfunctional after:

Here is what I've tried:

1) Uninstalling and reinstalling the current version of spambayes... after
uninstall... the toolbar for spambayes remains and can't be removed (with my
knowledge).

2) After reinstalling, the junk mail and junk suspects files are not
reinstalled, the toolbar does NOT have the spambayes manager dropdown.

I don't know what to do to get it working again... it's been down almost 2
weeks and it's driving me nuts.
