[Spambayes] outlook rules run before spam filter

No, because this is intended behaviour.

You could tweak the delay. Set it to 0 seconds. The procedure is
described in the previous mail on this mailing list, written by 
Peter Bishop. Just do the opposite. But probably it won't work all of
the time.
