[Spambayes] argh... spambayes not starting...

I installed Spambayes to work as an external filter for outlook express.... And it won't start.... I'm not sure what is going on.  But i can't go to localhost:8800.  I have used spambayes in the past with outlook, but not with outlook express so i am really behind the curve here...
