Sounds like you downloaded the source distribution.  Why not try the 1.1
binary installer available in the table at <http://www.spambayes.org/>?

If you want to use the source distribution, first install Python
(http://www.python.org/), then execute

    python setup.py install

I'm not sure where to go from there if you're using Outlook.  Maybe one of
the other developers or users who are familiar with how things work on
Windows can take it from here.
