As I said, as long as the project is useful to the Python community.  All that
says is that the application uses Python and it is useful.

Best I can say is to apply and find out.  I obviously can't predict what the
PSF will and won't approve.  Sorry I can't be more specific but the PSF has not
had time to work out exactly how proposals will be decided upon.  At least you
have a better chance with us than the Perl Foundation.  =)
