The normal way one gets a new role is that admin (or to be precise, a user
with edit permissions on class User) goes to their user record and edits the
field 'Roles' to add to the comma-delimited list of roles.

There is no way for the user to do this themselves nor should there be
because gaining a role gains permissions.

This is, for a normal tracker, no big deal and doing things like this was
one of the things I expected to do as a member of the Gang of Four.

However, the inability to get to a user record quickly at the moment would
make this a tough thing to do very much of.
