The autocomplete I added to the nosy list (see #417) has a case-insensitive search that works for both usernames and real names of committers.
It's only available when Javascript is active though.
It works with non-ASCII chars (e.g. searching for 'éric' finds 'Éric' too), but it doesn't strip accents (e.g. searching for 'Ziade' won't find 'Ziadé').
I don't think it's worth spending more time trying to fix the normal search too, so I'm closing this.
