I think that's because www.python.org is down, and the tracker loads a few resources from there.  I removed some of these dependencies (mainly CSSs) but there are a couple left (the logo and another CSS IIRC).  I could copy them on bugs.python.org so that it doesn't have to load them from www.pythong.org.
