[XML-SIG] c14n algo id update

Hello,

Perhaps this is picking nits but I believe that the current value for xml.ns.DSIG.C14N = "http://www.w3.org/TR/2000/CR-xml-c14n-20010315" can now be updated to "http://www.w3.org/TR/2001/REC-xml-c14n-20010315".
