This is not an issue with astroid, and will likely happen whatever package you try to install. Are you sure you have a working internet connection and don't need to e.g. use a proxy to access the internet (in which case you'd need to configure pip accordingly). Can you access https://pypi.org/simple/astroid via a browser?
