[code-quality] Request to add isort to the PyCQA

Dear PyCQA members, I am formally requesting that isort be added to PyCQA. I've contemplated the steps needed to help ensure the vitality of the isort project over the long term during the last few years. And, I feel, moving under the umbrella of PyCQA would be a significant step in the right direction, both for isort and the broader community.
