Pylint is opensource software. It comes at zero cost. Anyone can download it and use it without paying for anything but their usual Internet bill. The source is maintained on GitHub, and available for download by anyone from that source repository. As for "resellers", I get my copies of Pylint from the Red Hat CentOS 7 repository, Ubuntu 20.04 LTS repository, and Mint repository. The price is the same from these and other sources of Linux distribution: the bits to transfer from them to me. The Country of Origin is ambigious, as Pylint is an open-source project with contributors from many countries, both human and corporate.
